Kyoto proposes dual pricing for Nijo Castle residents and non-residents
Kyoto has announced a proposal to set different Nijo Castle admission prices for Kyoto City residents and visitors from outside the city. The plan concerns the combined castle and Ninomaru-goten Palace ticket.
As reported by Jiji Press on 1 October 2026, the proposed price would be ¥1,000 for Kyoto City residents and ¥2,000 for non-residents. The current general combined ticket is ¥1,300.
Kyoto plans to submit the related ordinance amendment to the city council in November and is targeting introduction in fiscal 2027. This is a proposal, not an approved ticket change, and no final start date or final eligibility procedure has been published.

The proposed distinction is based on residence in Kyoto City, not a separate Japanese and foreign visitor tariff.
